Yes. If your passport qualifies for an electronic visa, you can apply online from anywhere in the world while travelling. If your nationality requires an embassy-issued visa, applying abroad depends on whether the Iraqi embassy in that country accepts non-resident travellers.
Follow these rules based on your travel documents and situation:
-
Online electronic visa. If your nationality qualifies for the self-service online system, you can submit your application while abroad. Apply on the official Iraqi Electronic Visa Portal. You do not need to be in your home country. You need an eligible ordinary passport with at least six months of validity, a digital passport photo, and an online payment card. The approved visa arrives by email, and you must print it before travel.
-
Visa on arrival. If your passport country qualifies for visa on arrival at federal Iraqi international airports, you receive your visa stamp at the border control desk upon landing. Your departure country does not change this eligibility.
-
Iraqi embassies and consular jurisdiction. If your nationality requires a traditional visa stamp, Iraqi embassies generally only accept applications from citizens or legal residents of the country where the mission operates. Travellers on temporary tourist visas in a third country are usually redirected to the embassy covering their home country. Contact the consular section of the relevant Embassy of the Republic of Iraq before travelling to ask if they accept third-country non-resident applications.
-
Kurdistan Region entry. The Kurdistan Regional Government operates a separate online portal and border regime. Visas issued for the Kurdistan Region are valid only inside that region and do not permit travel to Federal Iraq, as noted by the Foreign, Commonwealth & Development Office.
-
Passport and citizenship rules. Entry rules depend strictly on your passport citizenship, travel document type, and travel purpose. Holding a residence permit or tourist visa for another country does not grant visa exemptions for Iraq. Authorities in Iraq enforce sovereign entry requirements for all visitors.
