Some villages can be visited independently. For example, Visit Iraq's Barzan guide describes independent visits to Barzan in Iraqi Kurdistan. That does not establish current access or guide and permit rules for every village. Check the specific village and route with local authorities before setting out, and ask your accommodation about current roads and return transport. Ask residents before entering private property or photographing them.
Safety matters more than whether you hire a guide. The UK travel advice advises against all but essential travel to the Kurdistan Region of Iraq. Its regional advice warns of landmines and unexploded weapons in some rural areas, particularly near borders; not all affected areas are marked. Take local advice, stay on well-used roads and paths, and do not pick up metal objects. Routes can close at short notice. Check your own government's advice and insurance before making plans.
